HB1505: Central Collection Unit - Collection of Debts Owed to the State: House Bill 1505 (Chapter 477, Acts of 2010) This Act authorizes the Central Collection Unit (CCU) in the Department of Budget and Management to certify to the Comptroller and the State Lottery Agency certain debts or claims owed to the State.
This afternoon I went to check the mail to find a letter addressed to me asking me to pay 246.65 within the next 15 days (It is dated for November 5th) for an outstanding debt from several agencies I've never had any affiliation with. It states that if I don't pay then they will take money from my tax return instead. The agencies listed are:
1)E-Z Pass Maryland. I do not have a car, I do not have EZ Pass. I have never purchased one.
2)MVA. I have a Learner's Permit here but I paid for it the day I took the test.
3) Divison of Parole and Probation. I have never been arrested much less been on probation.
4)State Highway Administration. I don't have a clue what this could be a debt for.
5) Other. No idea.
I have never been pulled over, ticketed or arrested. Any toll roads that we've driven on have always been charged and sent to my boyfriend as the car is his. Is it safe to assume my identity has been stolen? And if so, how do I proceed from here? I do not have any of my own paperwork, although I am a citizen. My POS father has been holding them hostage and is the one who has access to info like my SSN, Citizenship Certification, and other stuff like that. I suspect it is him but I'm not sure how he would be able to use my info for things like Parole and Probation. Upon checking Mint, I've found two other credit cards open in my name. One from the bank that he uses and one from AMEX. The last card open is one he opened but I have the card and info two and have changed a while ago. He had my sister's credit freezed one time and she was already like 18. I don't know what to do or who to call and I have 5 days left. Please help.

What is a repayment agreement?

Included with this notice is a Repayment Agreement indicating the total amount due and the proposed monthly repayment amount acceptable by the agency. If the proposed minimum amount due is not agreeable with the claimant, they may indicate their proposed monthly payment, sign the form and send to this agency. They will be notified if their proposal is accepted and the information will be reflected on subsequent monthly overpayment billing statements.

An unemployment insurance 'waiver' is the process of application that can be submitted to this agency when repayment of the debt will cause severe financial hardship to the claimant and his/her family. Maryland is part of the Interstate Reciprocal Overpayment Recovery Arrangement (IRORA) under which participating states recover overpayments for each other. If you have filed for Maryland Unemployment Insurance and Maryland is requested by another state to assist them with recovery of your debt to them, Maryland will intercept any Maryland UI entitlement for which you file telecerts and send those benefit amounts to that requesting state. Any questions, appeals or other repayment arrangements, regarding that state's debt, must be addressed by you with the other state.

If I am overpaid unemployment insurance benefits because I worked part-time, had unreported earnings less than my weekly UI benefit amount and was determined to have committed fraud, why do I have to repay the entire weekly amount and not just the partial amount?

If I am unable to repay an overpayment, can the agency stop sending me monthly bills?
You will not receive a monthly billing statement if your account is currently under appeal (either agency or Circuit Court), pending a decision from a 'waiver' application, pending a bankruptcy proceeding or if the account has been transferred to the Maryland Central Collection Unit.
